Beautification Plan Is Advanced Washington (P) The Sen-1 ate public roads subcommittee Friday unanimously approved a sharply revised version of President Johnson's highway beautification bill. Sen. Jennings Randolph, D- the subcommittee chairman, said the administhe changes that betration has Phoen told def fo all Five Sputniks Orbited With One Rocket Moscow (UPI)-Soviet scientists launched five Sputniks with one rocket Friday, including their first satellite carrying radioactive power. But in both categories the Soviets still hold second place to the Americans. The United States launched eight satellites from one rocket earlier this year and a U.S.

satellite called "SNAP" (system nuclear auxiliary power) went into orbit last year with a radioactive isotope. Tass, the official Soviet news agency, said one of the five Sputniks--dubbed Cosmos 80 through 84 carried a power station "powered by the energy emitted by a radioactive isotope." Under this system, pioneered by the United States, the isotope gives off radioactivity is translated into power. "Measures have been Tass said, "to preclude fully the possibility of the radioactive isotope spreading in the atmosphere or on the surface of the earth." It was Russia's second fivein-one shot in two months. It accomplished the feat for the first time July 16 and Friday's shot tied that Soviet record. The "Cosmos" satellites were part of a program begun in 1962 to gather data on orbital conditions needed for the Soviet man in space program.

The launching continued the Soviets' hot summer of space exploration. Since June 8, 17 or moon 1 rocekts have gone aloft bearing the hammer and sickle. Tass said the scientific factfinding equipment aboard the five satellites "is functioning normally" and is sending its information back to earth. Work Progressing Washington (UPI) Work is progressing on the $1.4 million permanent monument at the grave of President John F. Kennedy.

lieves the new version is acceptable to the President. One major section of Johnson's original proposal was dropped. The other three were changed to shift the cost entirely to the federal government. Price' Tag The initial price tag was placed at $400 million but the bill's sponsors agreed this would rise considerably later on. The subcommittee retained provisions of billboards along sections of the primary and Interstate highways systems, for screening or removal of some junkyards on the same routes, and for use of funds to beautify rightof-way along the federal-aid' system.

The section of the bill dropped by the committee would have required each state to use up one-third of its federal aid secondary road funds for construction of scenic roads or roads leading to scenic or recreational areas. Governors Protested Governors had protested that this would mean cutting back sharply on vital farmto-market highway projects. Randolph said he is hopeful that the bill can clear the full Senate Public Works Committee next week. Johnson has been pressing for action on it this year. Some senators have reported privately that Mrs.

Johnson is the main driving force behind the legislation, that the President has told them he "must have it for Lady Bird." Injured Lincoln Girl's Condition Termed 'Good' Omaha (UPI)-The condition of Cyndy Jelinek, 18, of Lincoln was described as "good" Friday by a spokesman at St. Joseph's Hospital here. She was injured during a high speed chase down West Dodge during which police fired several shots at the car in which she was a passenger.

The driver of the car, Howard D. Farley, 16, also of Lincoln, was booked for investigation and released on $300 bond. Miss Jelinek told officers she pleaded several times with Farley to stop during the chase. Missile Silo Bids Nixed As Too Low Washington (P) The General Services Administration announced Friday it is rejecting, as being too low, all bids received July 21 for surplus missile silos in a number of states. The agency had received 188 bids for 89 of the silos, the highest offer was $26,110. The silos cost the government around $12 to $25 million each. GSA said the disposal plans are now being reviewed.

There were indications it might be decided some could be put to various public uses. Located near Air Force bases, the silos became surplus because of advances in the missile field. They once housed the Atlas Atlas and Titan I missiles for national defense. They are concrete-lined, air conditioned, and some are 160 feet deep. Most of the bids received ranged between $2,500 and $7,500 each for the silos.

Keeney alleges he was a passenger in a car driven by the defendant, whom he claims was negligent when the car he was driving overturned about one mile west of Pleasant Hill.
